Rewrote CImageButton for better performance, and changed the API.

Fixed a major issue preventing mousewheel scrolling on Windows.

Made mousewheel scrolling automatic on scrollable Pwr++ objects.

Fixed issue where scrollbar callbacks were passing bad values.

Updated helpc to create CHM projects instead of HLP.

Fixed issue where opening old Design projects in a newer version would hide part of the layout under the toolbar.

Updated Design templates to produce .vcproj projects.

Added guided configuration script for XVTnet.

Changed Netlink for Windows to static linking.

Mousewheel scrolling doesn't work on NScrollText.
